AIMS TO EMULATE HUMAN RESILIENCE"
Presented by:  Dan Mehan, CIO, FAA
Discussion: The Federal Aviation Administration (FAA) maintains, operates, and regulates the largest and most complex aviation system in the world. The FAA’s goals are to increase safety, provide for greater capacity in the airspace, demonstrate international leadership, and be a model of organizational excellence. Effective management of a vast and complex web of information about aircraft, weather, runway conditions, maintenance facilities, navigational aids, and a myriad of other elements in the National Airspace System (NAS) is paramount to realizing these goals. This emphasis on information management brings with it a need to ensure that data is neither corrupted nor disrupted as it is shared across today’s interconnected world. To secure its cyber infrastructure, the FAA has developed and is implementing an android model for cyber defense that emulates one of the most resilient systems in the world—the human body. In my keynote, I will explain the six principal elements of the android cyber defense model and discuss the manner in which the model uses, but also augments, past approaches to cyber defense. I will also outline the challenges and opportunities associated with using this model to provide a balanced defense for the types of cyber attacks expected over the remainder of this decade.

"SEARCH TECHNOLOGY & THE ENTERPRISE MESSAGE BROKER: THE FOUNDATION FOR NEXT GENERATION BUSINESS AND COMPETITIVE INTELLIGENCE SOLUTIONS"
Presented by:  Rick Van Well, CTO, Rocketinfo, Inc.
Business Problem: Traditional business intelligence software systems are proprietary, expensive and unable to easily exchange data with other internal or external software systems. Existing business intelligence systems are not effective in delivering critical information as soon any change occurs in the databases or information flow being monitored or searched, as such business intelligence systems were not originally architected to deal with the real time demands of today's enterprises. As a result, the ability of enterprises to make decisions and to take action in real time is often severely impaired.
IT Solution: The solution for enterprises that require real-time, easily consumable business intelligence can be found in what is referred to as an Enterprise Message Broker (EMB). Whether implemented as a stand-alone business intelligence solution, or as a add-on to existing legacy BI software, an EMB bridges and links up disparate networks and databases to facilitate the real-time exchange of data between otherwise incompatible enterprise systems, browsers, desktop applications and mobile devices. The Rocketinfo EMB, which includes robust search technology and flexible content delivery modules is an advanced and affordable solution to the information needs of real-time, information and data saturated enterprises.

Moderated by: Mark Hess, President, Weston Technology Management Group
Panelists : Ellis L. Kitchen, CIO, State of Maryland
               Charles Siegmann,
CIO, Mercantile Safe Deposit (Ret.)
David Songco, CIO, Nat'l Institute of Child Health & Human Development
Business Problem: Over the last decade, CIOs have lost "control" of IS resources and decisions as senior business managers have increasingly demanded a voice in IT decisions.
Sharing these responsibilities has raised new issues about "who owns what" and "how IT decisions will be made". This session will describe how senior CIOs, in a variety of circumstances, have approached the issues of IS organization and governance when sharing IT resources with business managers.
Key issues include :
What strategies work best in determining which resources and decisions will be shared and which will not?
How do CIOs organize IS functions, responsibilities and skills when resources are shared?
How are CIOs creating enterprise IT governance models?
Solution: Best Practice Strategies

“COMPUTER SECURITY THREATS FACING IT TODAY. WHAT YOU SHOULD KNOW”
Presented by: FBI Special Agent
Vickie Malis, Vice President Marketing, Iron Mountain

Business Problem: With the availability of more sophisticated software and an increase in employee discontent, more IT departments are finding their computers and data to be at greater risk both through the network and from behind the console. The majority of these breaches of security could be eliminated if IT personnel were made aware of the issues and threats beforehand in order to set policies and procedures to combat the threats.

Panelists: Dan Matthews, CIO, US Department of Transportation
Don Spicer, CIO, University System of Maryland
John Carrow, CIO, Unisys Corporation

Discussion: Today's CIO is responsible for forging a road through a politically and economically changing environment. How do you we navigate this difficult road? A CIO is typically no longer considered to be a technologist. Rather, his or her skill set is that of a "business advisor" who is (or should be) considered an integral part of the executive management team. Today's CIO is not often involved or interested in the "fit and functionality" of particular technology product. Rather, they are more concerned with the business value that a particular solution offers to the overall operation.

APPLICATIONS DEFENSELESS?"
Presented by: Ed Bassett, President Enspherics, a division of CIBER
Discussion: The security of mission-critical applications is one of the significant challenges facing CIOs today. As web-based applications take on a greater role in conducting business, an increasing number of attacks are targeting these applications and their data. At the same time, CIOs face new laws and increased expectations from management that data and business processes be reliably protected. Even in organizations with relatively mature security programs, applications are often fielded with huge security holes that are easy to find and easy to exploit - with potentially disastrous consequences.

Good application security can be achieved by reasonable and cost-effective measures. It cannot, however, be achieved by accident - it requires a deliberate and focused effort. Based on CIBER's experience with clients such as the State of Colorado Lottery and the Internal Revenue Service, learn why good application security should be an integral part of the application lifecycle and why retrofitting "bolt on" security measures is less effective. This session will discuss the specific steps needed to field applications with the right security features to be safe in a hostile environment.

Noon – 1:15PM LUNCHEON – BIRDS OF A FEATHER
Salon IV One of the more significant features of the CIO Forum and Executive IT Summit is the opportunity to meet with your peers and discuss and explore solutions to common issues. To facilitate this human resource networking capability we have initiated and installed in the Forum’s agenda several “Birds of a Feather” quorums. They are designed to be simple, informal and very discussion oriented. Yet at the same time they will be facilitated by an experienced professional in the subject matter field. We are confident that as an attendee to the “Birds of a Feather” you will gain maximum benefit from your presence and participation.

“SARBANES OXLEY (SOX) BY THE NUMBERS”
Moderated by: Cal Braunstein, President, Robert Frances Group
Panelists: Dave Rasmussen, President, Stratner Company, LLC
Business Problem: The Sarbanes-Oxley Act of 2002 impacts the Finance and IT organizations more than any other corporate departments. IT executives are getting concurring and conflicting inputs from internal auditors, outside consultants, software vendors, and others on what to do to comply with the regulations. IT executives are seeking unbiased inputs as to what actions to take to achieve compliance.
Solution: IT must become involved now, if not already involved. The June deadline is rapidly approaching and companies that are not prepared may become targets of government lawsuits. This panel will cover the issues that SOX brings to the table and how to address them.
