Discussion: The Federal Aviation Administration (FAA) maintains, operates, and regulates the largest and most complex aviation system in the world. The FAA's goals are to increase safety, provide for greater capacity in the airspace, demonstrate international leadership, and be a model of organizational excellence. Effective management of a vast and complex web of information about aircraft, weather, runway conditions, maintenance facilities, navigational aids, and a myriad of other elements in the National Airspace System (NAS) is paramount to realizing these goals. This emphasis on information management brings with it a need to ensure that data is neither corrupted nor disrupted as it is shared across today's interconnected world. To secure its cyber infrastructure, the FAA has developed and is implementing an android model for cyber defense that emulates one of the most resilient systems in the world—the human body. In my keynote, I will explain the six principal elements of the android cyber defense model and discuss the manner in which the model uses, but also augments, past approaches to cyber defense. I will also outline the challenges and opportunities associated with using this model to provide a balanced defense for the types of cyber attacks expected over the remainder of this decade.

"IT SOLUTIONS IN AN EXPEDITIONARY ENVIRONMENT: RTI INTERNATIONAL'S IRAQ EXPERIENCE"

  Business Problem: In April 2003, RTI International was awarded a contract by the U.S. Agency for International Development to implement its Local Governance Program in post-war Iraq . To help establish local government councils and to improve municipal service delivery throughout Iraq, RTI deployed more than 200 international experts throughout a country the size of Texas, which lacked even basic communications infrastructure or a transportation system. By June, RTI has opened 22 project offices throughout Iraq 's 18 provinces, supported by RTI's national program headquarters in Baghdad . This program is considered one of the most successful of USAID's post-war reconstruction efforts in Iraq .
  IT Solution: The solutions chosen for this challenge required creativity, dedication and patience. Working in combination with an extensive network of vendors in a challenging, austere environment, RTI's IT team members employed ruggedized computer equipment, a satellite-based system for voice and data, expanded use of radios, and detailed security codes and procedures to communicate securely at the “edges of the map.”

Discussion: In the age of the Internet and, at the level of the enterprise CIO, most enterprises use homogenous technology, confront the same threats, manage the same vulnerabilities, and suffer similar consequences. They may all use similar policies, controls, methods, processes, and practices to manage them. While the CIO must ensure that these risks are addressed, the amount of time that he can devote to managing them is limited. This presentation will identify the common risks, provide a model for understanding them, and propose an executive level strategy for addressing them.
