KEYNOTE ADDRESS – “FAA TAKES THE OFFENSIVE ON CYBER DEFENSE – AGENCY’S ANDROID’ AIMS TO EMULATE RESILIENCE”

Discussion: The Federal Aviation Administration (FAA) maintains, operates, and regulates the largest and most complex aviation system in the world. The FAA’s goals are to increase safety, provide for greater capacity in the airspace, demonstrate international leadership, and be a model of organizational excellence. Effective management of a vast and complex web of information about aircraft, weather, runway conditions, maintenance facilities, navigational aids, and a myriad of other elements in the National Airspace System (NAS) is paramount to realizing these goals. This emphasis on information management brings with it a need to ensure that data is neither corrupted nor disrupted as it is shared across today’s interconnected world. To secure its cyber infrastructure, the FAA has developed and is implementing an android model for cyber defense that emulates one of the most resilient systems in the world—the human body. In my keynote, I will explain the six principal elements of the android cyber defense model and discuss the manner in which the model uses, but also augments, past approaches to cyber defense. I will also outline the challenges and opportunities associated with using this model to provide a balanced defense for the types of cyber attacks expected over the remainder of this decade.

Discussion: This session looks at two facets of privacy law: civil corporate law issues and governmental issues. The governmental portion will look into modern ideas and needs for privacy in the public sector. A background for incorporating privacy into governmental operations will be discussed with reference to appropriate statutory and regulatory guidelines, including the Privacy Act of 1974, the E-Government Act of 2002, others. The second portion will concentrate on the civil privacy issues including SOX, GLBA, HIPAA, and general privacy law. In addition, it will look into the potential for liability for not protecting personal information, such as the Choicepoint and LexisNexis consumer information disclosure scandels.

Business Problem:  Data Protection has changed from being focused on Data Recovery to Enterprise Protection.
IT Solution: A new set of technologies combined with a need for significantly more mature processes. Historically, system failures and data loss typically resulted in lost time to market, resulting in the cost of re-work, lost opportunity and personal inconvenience. More recently, as scrutiny around data management has increased both by regulators wanting transparency in business dealings and by consumers wanting to ensure their privacy and personal information is protected, data protection has expanded in definition to cover not only recovery from data loss, but also data security, disaster recovery, and regulatory compliance.  Far from just additional cost of reproducing data, failures in data protection today can result in significant fines, brand confidence erosion and in the extreme criminal prosecution. With this shifting focus comes a need for even tighter controls and more mature processes in an area of IT all too often neglected as unsexy and of no value-add.  Data Protection is fast becoming the Achilles heel of many corporate governance and policy decisions and as such IT executives must develop a comprehensive strategy to address it and maintain it as a center of excellence.
